ISSUES IN REGARDS TO APPLYING FOR RESIDENCY STATUS TO ANOTHER COUNTRY
The majority of countries, world wide, require that you apply for some type of residency to their country, in order to be issued a set of driver's license. Normally in most cases, the driver must follow that country's full protocol, in order to obtain them. However, there are certain jurisdictions, which have mutual agreements with other countries to exchange licenses with drivers who have moved to their country. This is without undergoing any additional testing. For example, the table from Hong Kong lists which countries they will exchange driver's licenses with and what will be needed in order for the exchange to successfully go through.

This list contains a number of countries that Hong Kong will exchange licenses with. Chances are that the country you wish to obtain a license for will be on the list. If the country you are interested in is not on that list, we will assess your application and notify you as to which direction would be the best for you to obtain a driver's license..

There are many different Residency Statuses, for which an applicant can apply. For instance, applicants can apply for Student Visas, Work Visas, Tourist Visas, or Permanent Citizenship Status. Obviously if you were to apply for Permanent Citizenship, chances are far more in your favor to receive a license to that country than if you were just a tourist on vacation.

If you were thought to have had a potential goal of purchasing real estate in a foreign country, most foreign countries do provide that you have citizenship status, in order to purchase real estate in their country. These countries are more likely to accommodate your needs, as much as possible.
PERMANENT CITIZENSHIP STATUS
When applying for full, permanent citizenship status, you will be given a temporary residency stay. This will automatically enable you to be eligible for driver's license exchange. Nowhere is it written that you have to actually proceed and relocate to this foreign country in the end. However, when you apply for different statutes, it makes your chances of receiving licenses to the country of your choice somewhat easier and less time consuming.
VARIANCY APPLYING FOR CITIZENSHIP STATUS FROM COUNTRY TO COUNTRY
Each country has their own status of citizenship definitions and they differ from country to country. There is no way to possibly list the variation of each individual country's level of status of citizenships. We have a staff that is familiar with the majority of countries status of residency codes and immigration issues. So we believe that there is not a country in this world that we can not obtain valid driver's licenses for. The different routes and directions to achieve the goal of valid licenses from those countries differ from country to country. They also differ by what the client's requests for these licenses are. Some client's requests are different from the "NORM", but this does not mean we can not accommodate them.
